El PROCIP ofreció en febrero del 2012, al Instituto Nacional de Aprendizaje (INA), bajo convenio con la Universidad Marítima Internacional de Panamá (UMIP) un curso en modalidad piloto, que constituye la primera experiencia del programa, en una capacitación de cobertura nacional, pero con calidades de orden internacional.
Dicho curso fue impartido a los 21 instructores nacionales del Núcleo Náutico Pesquero del Instituto Nacional de Aprendizaje (INA), con la intención de brindarles la licencia de Capitán de Yate, extendida por la Autoridad Marítima de Panamá (AMP); que está reconocida para tal efecto por la Organización Marítima Internacional (OMI), dentro de la región Centroamericana y del Caribe.
El INA rompió con su esquema de capacitación institucional de los funcionarios fuera del país y se alió a una universidad estatal (la UNED), para fortalecer la línea educativa de sus programas de formación para gente de mar en Costa Rica y buscar la homologación internacional de éstos.
Por su parte, en la UMIP también se dieron cambios de gestión en el ITEMAR, sobre todo en lo concerniente a la apertura de la oferta de sus cursos a nivel internacional; una meta que no se había dando antes, hasta el caso del plan piloto en Costa Rica con el PROCIP de la UNED.

Este tipo de capacitación del PROCIP responde al segundo eje de trabajo (Capacitación y Formación en el campo marítimo y portuario) y contribuye con:
- Resolver al INA la necesidad de capacitar a sus instructores en dos cursos claves dentro de la formación marítima internacional, como son el de Capitán de Yate y el refrescamiento de los cursos básicos de Embarco para que sean certificados de un organismo internacional.
- Facilitar el desarrollo marítimo del país, apoyando al INA en su objetivo de tener el reconocimiento internacional, ahora que ha sido designado oficialmente por el Ministerio de Obras Públicas y Transporte como el Centro de Formación Marítimo del Estado Costarricense.
- Fortalecer la alianza INA-UNED que, como instituciones del sector público, aportan sus fortalezas en el desarrollo de un sector socioeconómico vital para nuestra economía nacional y en la creación de nuevos puestos de trabajo.
- Reforzar la imagen nacional de la UNED y de sus procesos de internacionalización, atendiendo a un sector productivo, cuyos perfiles profesionales no cuentan, ni con oferta de capacitación, ni con acreditación nivel nacional e internacional.
En el boletín informativo del INA correspondiente al mes de diciembre, se hizo nota alusiva al acto de graduación y de lo que implica de ahora en adelante esta capacitación (ver marcador en el documento o p. 3.)
