El seminario fue una actividad dirigida a profesionales del Derecho y de la actividad marítimo-portuaria del país y/o de la región centroamericana.

El tema versó sobre las ventajas que tienen los países que han ratificado los convenios internacionales de la Organización Marítima Internacional (OMI).
El lunes 20 de setiembre, la primera lección del Seminario de Derecho Marítimo, la dictó el Ing. Naval Héctor Ángel Aguirre de la Prefectura de Argentina, brindando la introducción al tema del Convenio SOLAS e implicaciones para Costa Rica.
El día martes 21 de setiembre, el seminario estuvo a cargo por completo del Dr. Carlos V. Clavijo Sánchez, Profesor Titular de Derecho Mercantil, responsable de la Cátedra de Derecho Marítimo en la Facultad de Ciencias Náuticas, Centro Andaluz Superior de Estudios Marítimos, Campus de Puerto Real, de la Universidad de Cádiz (España). Delegado del Reino de España ante la OMI y Oficial de la Armada Española (r) en el Portaaviones Príncipe de Asturias (Base Naval de Rota, Cádiz). Autor de diversos textos y artículos en revistas jurídicas sobre materias mercantiles y marítimas. En este día, se expusieron temas diversos como Introducción a esta rama del Derecho, sus fuentes y su vinculación con el ámbito internacional, haciendo hincapié en los vacíos existentes de la legislación costarricense.
