Con el auspicio de la Comisión Centroamericana de Transporte Marítimo (COCATRAM) y la División Marítima Portuaria del Ministerio de Obras Públicas y Transportes (MOPT) de Costa Rica, se realizó esta nueva edición del foro centroamericano para la formación y colocación de marinos. El tema del foro surge desde el 2006, cuando por iniciativa de la COCATRAM se plantea la necesidad de que Centroamérica necesita de un sistema eficiente, efectivo y ágil para formar y capacitar marinos de excelente calidad y asegurando la colocación en las diferentes navieras, especialmente en cruceros. Así, la COCATRAM presentó a varias entidades financieras un proyecto para estimular este punto en la región y obtuvo respuesta del BCIE, con los que del 2010 al 2011 realizó una consultoría para la creación de un fondo común de crédito que facilitara becas educativas reembolsables a nivel centroamericano en este tipo de formación. También, buscó el respaldo de los jefes de estado del Sistema de Integración Centroamericana (SICA) y logra de esta manera, la aprobación de la Estrategia Marítima Portuaria Regional Centroamericana en mayo del 2009, de donde surge la organización de este foro. Los objetivos del foro se definen de la siguiente forma:
- Promover la ratificación e implementación del Convenio STCW 95 de la Organización Marítima Internacional.
- Conocer los avances de los países en materia de formación y/o colocación de marinos, para incentivar la generación de empleos y contribuir al desarrollo socioeconómico de la región.
- Conocer el desarrollo de la Educación Naval en Costa Rica.
- Preparar el Plan de Acción Regional para el 2014, en materia de formación de marinos, en el marco de la Estrategia Marítima Portuaria Regional Centroamericana.
